As far as I know, this character is not raisable. However, if you leave the light on when your Umino / Ocean Tama goes to bed, at 5:05 in the morning you may see this special character. (This is from what I was able to gather from a machine translation, I could be wrong for the appearance requirements.) The character resembles a Japanese Carp Flag, based on a Children's Day tradition of hanging paper carp models from flag poles.
Pretty clever idea by Bandai, don't you think? I'm going to try this on my Ocean next time I run it. :)

Actually I have treid it but I think I did not do it right, I read about this in mimitchi.com but she also failed, it's good to know now, I'll try it as soon as I get some batteries. :)
"Note: I just accidentally aged him two days! Ugh. Okay, there is rumored to be some sort of secret screen that only shows at 5:05am when you turn on the lights. So I wanted to check this out, well I never saw nothing, so I'm not sure this is a real rumor, but when I was setting the clock, not only did I accidentally wake him up, but put him to bed two times because it's too darn dark in this room and I was stupid! Ugh. "

Here's a picture I took a couple of years ago at 5:05 AM. It's just an animation; not a character to raise.
It's the Koi Nobori (carp windsock.) The Koi Nobori is flown during Children's Festival. This occurs on May 5, or written another way 05/05. That's where the strange time you see it on your Umino comes from.
I posted about it a couple of years ago, and don't remember all the details, but for sure you don't have to leave the lights on all night to see it. If the lights aren't already on, turn them on at (or before) 5:04 AM then wait.
